CTO as a Service is frequently misunderstood — both by organisations considering it and by providers offering it. The most common misconception is that a fractional CTO is a senior consultant who reviews things and gives opinions. A genuine CTOaaS engagement looks very different from that description.
What a Fractional CTO Owns vs Advises
The distinction between ownership and advisory is where most fractional CTO engagements either succeed or fail. A fractional CTO should own outcomes — not just advise on them. Specifically: the technology strategy is the fractional CTO's to develop and defend to the board, vendor selection decisions are the fractional CTO's to lead and own, architectural decisions are made by the fractional CTO (with input from the engineering team), and escalations from technology vendors and implementation partners come to the fractional CTO.
Advisory-only fractional CTOs — those who provide recommendations without accountability for outcomes — create the dangerous illusion of governance without the substance of it.
A Typical Week in a Fractional CTO Engagement
Monday: Review engineering team velocity metrics and blockers from the previous sprint. 1:1 with the internal IT lead to review escalating vendor issues. Prepare for board technology update.
Tuesday: Technology strategy review session with CEO and CFO. Review cloud infrastructure costs — identify three areas of spend reduction. Vendor call with ERP implementation partner to review milestone delivery.
Wednesday (off-site, available for escalations): Review vendor contract for upcoming software renewal. Document technology risk register update.
Thursday: Architecture review session with engineering team on new product feature design. Evaluate two shortlisted vendors for network infrastructure upgrade.
Friday (typically off-site): Board preparation, technology report draft. Review security posture update from internal team.
The Deliverables That Signal a Quality Engagement
A high-quality fractional CTO engagement produces: a documented technology roadmap aligned to business goals, a risk register that is actively maintained and escalated, vendor accountability through structured milestone reviews, and measurable architecture improvements (uptime, deployment frequency, security posture). If your fractional CTO engagement is not producing documented, measurable outputs, you are paying for advisory, not leadership.
